    Kyrylo Kulykov graduated from the Military Chervonoprapor Institute in the Russian Federation, majoring in military journalism. In 2003, he received a degree in International Economic Relations from the National Taras Shevchenko University in Kyiv.

    During 1993-1995, Kyrylo Kulykov worked as deputy head of the All-Ukrainian Association of Entrepreneurs and Proprietors. In 1995, he worked as an interpretor for "Ukrinbank" PJSC. During 1995-1997, he was deputy head of the Kyiv Economic and Political Foundation. During 1997-1998, Mr Kulykov worked as assistant to a Ukrainian MP. During 1998-2005, he was head of the supervisory council of the non-governmental organization "Centre for Social Welfare". In 2005-2007, Kyrylo Kulykov was head of the Interpol National Central Bureau in Ukraine. From December 2007 until January 2010, he worked as Advisor to the Minister of Internal Affairs of Ukraine on a voluntary basis. During 2007 - 2012, Mr Kulykov served as Member of Parliament.
