ICPS assists the government of Ukraine and the public-at-large in increasing their awareness of the need to
analyse policy alternatives, to research the possible implications of adopting or rejecting each policy alternative, and to
reconcile competitive interests. Our objective is to establish procedures for substantive dialogue in Ukraine between
representatives of the legislative and executive arms of government and the public. ICPS implements its experience in
compliance with the requirements for building an open society.
We are convinced that democracy is not a gift granted to some nationsnot magic, but an instrument that can be
learned. An important attribute of democracy is the acknowledged legitimacy of different social interests, which are ensured by a
voice through free and fair elections, a political opposition, and freedom of the press. State policy in a democracy should
promote the right of these voices to be heard.
We use the same instruments of public policy and everyday democracy that are widely applied throughout the world
to help Ukraine to become a truly democratic country.
Volodymyr Nikitin is the director of the International Ñenter for Policy
Studies. Mr. Nikitin is a specialist in the organizational aspects
of development in the areas of administration, education and research.
Over the last six years, he participated in the preparation and
implementation of over 30 public policy projects.
Mr. Nikitin is a PhD in Sociology with a post-graduate degree
in architecture. Among the assets ICPS's new Director brings
with him are more than 120 academic papers.
As the higher governing body of ICPS, the Supervisory Board is in charge
of making decisions regarding the ICPS strategy and evaluating
the Centre's performance. Today, the Board consists of 15 members:
high-level officials, MPs, foreign experts, ambassadors,
and representatives of business and academia in Ukraine and abroad.
Alexander Kwasniewski is the current Chair of the ICPS Supervisory Board.
President of the Republic of Poland for two terms, Mr. Kwasniewski
is a politician of world stature who has always defended Ukrainian interests.
Vira Nanivska, ICPS Director from 1997 to 2006, is currently Honorary
Chair of the Supervisory Board. Last year, President Viktor Yushchenko
issued a decree appointing Ms. Nanivska president of the National Academy
of Public Administration under the Office of the President of Ukraine.
