The project Analytical Support for Ukrtelekom OJSC Privatisation: Creating Capacity for Regulatory Policymaking
was aimed at compensating the lack of research in Ukraine that analyses public policy options in the telecommunications
field. The project was executed jointly by experts from ICPS and from the New Zealand Institute for Economic Research
(NZIER) from February 2002 through March 2003. At that time, it was the third ICPS project commissioned by Ukrtelekom.
Project objective
This project was necessitated by the clients interest in making Ukrtelekoms privatisation succeed, which will be
possible only if telecommunications regulation in Ukraine is properly substantiated, predictable, and meets the interests of
potential investors. Simultaneously, the Ukrainian government does not have an adequate capacity to formulate a regulatory
policy that meets these requirements. In order to achieve the set goal, special attention should be paid to the formulation
of quality policy in the telecommunications sector, involving all stakeholders, as well as enhancing the institutional capacity for the policy
analysis and strategic planning of the State Committee on Communications and Computerisation of Ukraine.
Organisation of project activities
Activities of the project were arranged among six working groups, each of which produced a draft paper (or a section
of the draft paper) on Ukrainian state policy in a particular area, namely:
- communications sector development strategy;
- tariff regulation;
- ensuring universal accessibility of services;
- interconnection regulation;
- building an informational society;
- Legal Support Group.
With agreement from Ukrtelekom, the group members also included specialists from the State Committee on Communications and
Computerisation of Ukraine, the International Centre for Policy Studies, and Ukrtelekom subsidiaries, as well as other
communications operators and scientific research institutes. Leaders and coordinators were appointed for each group;
additionally, representatives from the International Centre for Policy Studies in each group were responsible for preparing
draft documents for discussion, as well as providing methodological support for the group work.
Major outputs
The following papers were devised in the course of the project:
- Development Strategy for Ukraines Communications Sector, describing European experience in the regulation of
on-air and cable broadcasting, identifying measures for building an information society in Ukraine and a
strategy for assuring public support of state policy in the area of communications and computerisation;
- National Telecommunications Regulatory Policy, with an analysis of options and recommendations for
communications tariff regulation, universal service delivery, as well as interconnections between operators and
ensuring universal accessibility of services;
- the Draft Law of Ukraine On telecommunications and an accompanying policy memo, written according to standards
introduced and propagated by ICPS;
- *and the *Strategy for the Development of Institutional Capacity to Regulate Ukraines Communications Market, analysing the
existing capacity of the state to regulate the communications services market, and making recommendations for building up this
capacity.
The project created the capacity of the Ukrtelekom OJSC to develop and successfully lobby changes in government
policy required for the companys dynamic development.
