Local Self-government and NGO Development

Only one link of the democratic cycle has been established in Ukraine — namely, political institutions that provide for the transfer of power, such as the Constitution, elections, and political parties. Other essential components of democracy that would guarantee public control over the elected government and ensure continuing interaction between the government and the public have not been created.

Such intermediaries in democratic societies are non-government organisations (NGOs). The desire alone of the general public to participate in the policymaking process, in the civil rights movement, and in public monitoring of budget appropriations is insufficient.

We share our standards and methods of work with non-government organisations, as well as our knowledge and experience of interaction with government structures, technical assistance programs, and business; we also facilitate the process of creating policy analysis centres in post-totalitarian areas.
