Public Administration Reform

The government of Ukraine should pursue the objective of becoming a tool for decision making, with the capacity to adopt and implement effective policy notwithstanding pressure from different interest groups.

Effective government is able to reconcile conflicting goals into one overall purpose, to push through decisions that may impose losses on powerful interest groups, and to ensure an unwavering and consistent policy during the period required to obtain results from adopted decisions, as well as to implement new policy if old methods prove ineffective.

ICPS helps the government of Ukraine to acquire:

  • fundamental policy analysis skills for working with legitimate interest groups;
  • advice and dialogue skills for developing policy with different interest groups and the public-at-large.
