Democracy requires the decentralisation of public administration, development of local self-government, and establishment
of a system of horizontal links between regions. Under the totalitarian regime, the decision-making system was completely
centralised, which rendered effective resource mobilisation impossible at the local level. Regional government bodies can
enhance the quality of their decisions by implementing public policy procedures.
By involving local communities in decision making, ICPS facilitates:
- building the skills required to control government actions;
- creating institutions to ensure feedback through citizen engagement in policy decision making.
