Renowned Ukrainian diplomat and academic, Mr Mashtabei is an Associate Professor of Economic Sciences, member of the National Academy of Science of Ukraine, Ambassador of Ukraine, and a member of the Kolo Club. His professional specializations include issues in the genealogy of economic diplomacy, reforming the Diplomatic Service in leading countries based on the requirements of economic diplomacy, institutional aspects of economic diplomacy in Ukraine and areas that need improvement, Embassy services in economic diplomacy, technologies for fostering domestic experts, the importance of networking in modern trade, and ways and means to reach strategic investment agreements.

Mr Mashtabei completed the Faculty of History and Philosophy at Shevchenko State University in Kyiv. He then worked as an independent expert on international trade and technical cooperation with the Council of Economic Relations in Moscow. Over 1992–1998, he was a counselor to the Embassy of Ukraine in the Benelux countries and deputy head of Ukraine’s mission to the EU. Over 2004–2006, he was chargé d’affaires with the Council of Cooperation with Persian Gulf Countries and regional security issues with the Embassy of Ukraine in the UAE.

From 2004 to 2006, Mr Mashtabei was Ambassador-at-large in the Middle East and Director of the Department for Economic Cooperation under the Ministry of Foreign Affairs of Ukraine. Over 2006–2009, he was Ambassador of Ukraine to the Republic of Singapore. In 2008-2009, he was Ambassador to the Sultanate of Brunei.
